Advertised as a post partition film, Qissa seems to be related more to gender identity generally, and specifically about the downgrading of the value of women in Indian society. While Western eyes may see the backwardness of Indian society in this film, they have difficulty of admitting that American companies pays women only 79% of what they pay men for the same job. So I see the film in more universal terms. Many, many societies in the world still have problems treating women as equals.
