The study explores ways and means of stimulating growth, stabilization, and retention of advanced science in Illinois by means of relaxed government controls and tax incentives in selected areas. Technology zones can be designed to encourage the production and commercialization of advanced technologies and high technology jobs by creating research centers, education institutions, and technology based companies. The study examines ways the State of Illinois could create technology zones that would enhance high skill and high technology jobs.
